Secrétaire général de l'Institut Africain de la Réflexion Stratégique (IARS) et Président d'OPLAA (Office of Prospective and Logical Adaptive and Anticipation) qui exerce dans l'intelligence économique et l'intelligence artificielle à l'international. Il est Docteur en sciences de gestion de l’Université Panthéon-Sorbonne (Paris I), diplômé en sciences politiques, en sociologie et en relations internationales de l’Université libre de Bruxelles (ULB), en management stratégique et intelligence économique de l’École de Guerre Économique. Il est l’auteur de plusieurs articles et ouvrages relatifs à l’intelligence économique, à la cybersécurité et aux aspects stratégiques du droit OHADA. Stéphane Mortier est également conférencier et enseignant dans plusieurs Universités et Écoles en France et en Afrique.
